Nearly one in three American students lacks even a basic grasp of civics, according to recent national assessment data. The findings reveal that 30 percent of eighth graders scored below the "basic" achievement level on the National Assessment of Educational Progress, often called the Nation's Report Card. This means they cannot identify key concepts like the separation of powers or explain the purpose of the Bill of Rights.
The results mark a continued decline in civic literacy, a trend that has worried educators and historians for years. Only 22 percent of students scored at or above the "proficient" level, meaning they can apply their knowledge to real-world scenarios. The rest fall somewhere in the middle, with a limited or inconsistent understanding of how government works.
Parents should be far from satisfied with these numbers. The purpose of civic education is not just to pass a test. It is to prepare young people to participate in a democracy, to understand their rights and responsibilities, and to evaluate information critically. When a third of students cannot do the basics, the foundation of informed citizenship weakens.
Experts point to several causes. Many schools have cut back on dedicated civics classes in favor of more reading and math instruction. Others offer civics only as a brief unit within a broader social studies course. The result is a generation that may know how to take a standardized test but cannot explain the difference between a senator and a representative.
The problem is not new, but it is getting worse. Scores have dropped steadily since 2014, and the pandemic only accelerated the slide. Without a renewed focus on civic learning, the gap between what students know and what they need to know will only grow.
