Oregon's latest child well-being report reveals troubling trends in education, with the state falling behind national averages on several critical measures. According to the 2025 Kids Count Data Book, 73% of Oregon fourth graders are not reading at a proficient level, while 76% of eighth graders are not proficient in math. Both figures represent a decline from previous years and place Oregon well below the national average in these subjects.
The report also highlights a drop in preschool enrollment. Fewer young children are attending early education programs, which experts say can have long-term effects on school readiness and future academic success. This decline comes despite ongoing efforts by state officials to expand access to early learning.
On a more positive note, Oregon's high school graduation rate has risen to 82%. While this marks an improvement, it still lags behind the national average. The mixed results underscore the challenges facing Oregon's education system, particularly in recovering from pandemic-era learning disruptions.
The Annie E. Casey Foundation, which produces the annual report, uses 16 indicators across four domains to rank states. Oregon's overall child well-being ranking remains in the middle of the pack, but the education domain shows clear areas of concern. Advocates say the data should serve as a call to action for policymakers to invest more in early literacy, math instruction, and preschool programs.
