Laredo Police Chief Miguel Rodriguez announced a new approach to parking enforcement, emphasizing education over immediate citations. In a recent statement, Rodriguez said residents need a better understanding of local parking rules before officers resort to writing tickets. The policy shift aims to reduce frustration among drivers and improve compliance through awareness rather than punishment.
Under the new strategy, officers will first issue warnings or provide informational flyers for minor parking violations. Rodriguez stressed that many violations stem from confusion about signage or temporary regulations, especially near schools and construction zones. "We want people to know the rules, not just pay fines," he said. The department plans to host community workshops and distribute guides in English and Spanish to clarify common issues like street sweeping schedules and permit parking zones.
The change comes after complaints about aggressive ticketing in residential areas. Some residents had reported receiving multiple citations for the same infraction without clear notice of the rules. Rodriguez acknowledged that enforcement alone does not solve the problem. "Education builds trust," he added. Officers will still issue citations for dangerous violations like blocking fire hydrants or handicapped spots, but minor infractions will now come with a learning opportunity first. The program is expected to run for six months before a review.
