Poor Dept of Education Guidance Slowed Student Loan Changes

A new government watchdog report claims that unclear instructions from the Department of Education significantly slowed down critical changes to the federal student loan system. The report, released by the Government Accountability Office, or GAO, points to poor communication between the department and the private companies that manage loan repayments. These companies, known as servicers, said they often received vague or contradictory guidance, which forced them to pause work on new program features while they waited for clarification.

The delays affected several borrower-friendly initiatives. For example, updates to income-driven repayment plans and fixes to the Public Service Loan Forgiveness program were pushed back by months. The GAO found that servicers had to redo software updates and retrain staff multiple times because the initial instructions from the Education Department were not specific enough. In some cases, servicers simply stopped rolling out changes until they got written answers to basic questions, which sometimes took weeks to arrive.

The report also notes that the department did not always have a clear point person for servicers to contact. This led to confusion about who had the authority to approve new procedures. As a result, borrowers were left waiting longer for accurate billing statements and for their progress toward forgiveness to be counted correctly. The GAO recommends that the Education Department create a formal process for issuing guidance, including setting deadlines for responses and assigning dedicated staff to handle servicer questions. The department has agreed with the recommendations and says it is already working on a new communication plan. However, the report makes clear that the current system has real costs for people trying to manage their student debt.
