WV 3rd graders behind in reading, math must be retained this school year due to 2023 law

A significant piece of West Virginia's 2023 education overhaul, known as the Third Grade Success Act, will reach its final and most consequential stage in the 2026-27 school year. Starting then, schools must hold back third graders who are not performing at grade level in reading and mathematics. This requirement marks the culmination of a law that has been phased in over several years, with the retention mandate being the last major component to take effect.

The policy is designed to ensure students have a solid foundation in core subjects before moving to fourth grade, where the curriculum becomes more complex. Under the law, schools are expected to provide extra help and intervention during the school year before any decision about retention is made.
