Texas Governor Greg Abbott has put forward a new proposal that would bar public school districts in the state from using H-1B visas to hire foreign workers. The move targets a practice that some districts have relied on to fill hard-to-staff positions, especially in bilingual education and special education. Under current rules, schools can sponsor teachers through the temporary work permit program when they cannot find enough qualified U.S. candidates.
Supporters of the ban argue that schools should focus on recruiting American teachers first, pointing to recent efforts to expand alternative certification routes and grow the domestic teacher pipeline. They also raise concerns about wage suppression and the long-term dependence on foreign labor in a sector that already faces retention problems. Abbott's office has framed the proposal as a way to prioritize local hiring and ensure that taxpayer-funded schools invest in homegrown talent.
Opponents, however, warn that the ban could worsen existing shortages. Many rural and urban districts report that they have exhausted local hiring pools, particularly for bilingual roles where demand far exceeds supply. Without the H-1B option, some schools may be forced to leave classrooms vacant or increase class sizes. The proposal now heads to the state legislature, where it is expected to face a heated debate. If passed, Texas would become the first state to impose such a restriction on public education hiring.
